The Community Development Block Grant-Disaster Recovery (CDBG-DR) Multifamily (MF) Rental Housing Program was developed to assist the WV Development Office in administering the multifamily rental portion of the disaster recovery funds they received from HUD following the June 2016 floods and storms.
Approximately $5,000,000 is available to create and/or preserve affordable multifamily rental units/housing for vulnerable households impacted by the 2016 floods and storms. The Program provides financing for the construction and/or rehabilitation of affordable multifamily rental housing in which at least 51% of the project’s units will be occupied by low- to moderate-income persons. The Program is intended to be awarded primarily as “gap financing”, which is the difference between allowable project costs and capital available from mortgage debt, private equity (LIHTCP), and other public or private financing, including grants.
The CDBG-DR WV MF Rental Housing Program Guidelines (below) sets forth the requirements for the subaward of CDBG-DR funds for multifamily residential rental projects. These guidelines pertain only to the WV MF Rental Housing Program stated herein. The requirements for other funding sources (including LIHTC) may differ. It is recommended that project underwriting adhere to the most restrictive requirements of all funding sources to ensure the requirements of all programs are met.
